中国规制治理的制度性缺陷及其改革模式

摘要：

规制改革是当今世界各国最为重要的政府改革议题之一,成功的规制改革必须基于良好的治理原则与制度设计。中国的规制改革实践距离良好规制尚有一定距离,甚至出现规制改革偏离治理原则的典型悖论。为实现政府规制的良好治理,中国的规制改革应依据良好治理的基本原则,构建多元主体共同参与的政府规制多中心治理模式框架,为规制改革的有效性提供最终的制度保障。
