对国内外学者关于公共科技管理的研究进行了梳理与述评,并从以下几个方面提出了公共科技管理的理论体系:公共科技管理的理论基础和内涵界定、公共科技管理的制度设计、公共科技外溢和转让、公共科技和创新关系确立等。
