政府公共服务支出与异质性劳动力市场错配——基于中国地级市面板数据的研究

摘要：

利用中国地级市面板数据,通过建立空间杜宾模型,可以用来分析政府公共服务支出对异质性劳动力市场错配的影响。研究发现:人均社会保障支出和人均医疗教育支出对劳动力市场错配的影响分别呈现先促进后抑制的倒U型和先抑制后促进的正U型。劳动力市场错配具有显著的正向溢出效应,且相对于高端劳动力,普通劳动力市场错配的正向空间效应更为显著。进一步讨论表明:不同城市规模以及不同城市产业结构下,政府公共服务支出对异质性劳动力市场错配的影响方向及程度均存在较大差异。对此,应在依靠市场调整劳动力市场错配基础上发挥有为政府的引导作用,地方政府可根据自身劳动力群体错配情况制定针对性公共服务支出结构政策,并与周边城市加强财政支出结构优化的协调、中央政府对各地财政支出管理宜采用差异化而非"一刀切"政策等。
