政府质量评估的微观模型建构——基于全球58个国家数据的实证分析

摘要：

高质量的政府始终是各国经济与社会可持续发展的必要条件,而评估政府质量一直以来都偏好国家层面的宏大叙事,且没有统一的评估标准。本研究以瑞典哥德堡大学政府质量所2009年面向全球58个国家所做的政府质量调查为基础,经SPSS18.0和AMOS18.0统计分析获得了评估政府质量的微观模型,该模型主要包括12个可观察指标及"公平参与感"、"高效执行力"、"绩效问责制"、"人文关怀度"等4个因子,它们共同对政府质量构成直接和间接的影响。通过该微观模型的测量发现,发达国家相比欠发达国家而言,政府质量具有全方位的优势,而这一具有可操作性和比较意义的微观模型同样对中国政府有借鉴作用。
