摘要：

以解决利用信息与通信技术更好地开展公共参与为目的,通过阐释政策决策过程的环节,总结归纳电子参与政策决策过程的设计安排,详尽分析电子参与角色、技术应用、参与规则、评估等方面,得出电子参与模式框架方案的结论,并在探讨其负面问题基础上提出解决对策以及对中国的启示。
