生态系统视角下开放政府数据价值实现影响因素分析

摘要：

开放政府数据具有经济、政治和社会等多方面的价值,分析影响其价值实现的因素,对促进开放政府数据的增值利用和可持续发展具有重要意义。文章利用Nvivo 11.0工具对相关文献进行编码,构建开放政府数据生态系统理论模型,基于利益相关者理论和数据生命周期理论对影响价值实现的因素进行分析,并从开放政府数据价值实现和可持续发展两个方面提出对策建议。
