摘要：

通过对美国都市区管治机制的研究,总结了不同层级政府间进行协调和管理的多种经验;分析了我国区域管治的变化和特点,认为明确财权和事权的划分是区域管治的关键,进而探讨了中国城市化进程中都市区域政府之间的协调与管理途径。
