摘要：

区域间主义是国际关系中一种新的现象,东盟通过积极倡导和推进与欧盟、中国、美国等区域集团或大国的战略伙伴关系及东盟地区论坛、"东盟+3"、东亚峰会等跨区域的集体对话与合作,日益成为有利于国家的、以区域集团为活动单位的新的国际行为主体。东盟区域间主义以软安全导向、政府主导、"东盟方式"决策、奉行开放原则和不干预主义等特征,形成一种独特的"东盟模式"。它通过大国平衡、集体认同强化、规范与制度建设等独特的区域效用,促进了东南亚区域的安全、稳定与发展,也推动了东亚及亚太区域合作的发展。
