摘要：

电子化政府是运用信息技术创新政府治理和服务的整合概念。其内涵在于建立一个虚拟政府，为公民提供方便、快捷、高质量的公共服务。电子化政府对于提高政府回应力、政府决策能力、政府效率，实现开放政府和责任政府，最终提高国家竞争力具有重要价值。因此，建构电子政府已经成为世界范围内政府再造的新趋势。电子化政府实现的前提和基础在于政府信息的公开、政府业务的电子化、政府服务的创新，以及信息技术与政府再造的整合等。
