摘要：

20世纪60年代以来,政策创新研究在美国兴起并取得了重大发展,日益成为公共政策研究中的重要领域。政策创新及扩散理论极大地推动了政策过程理论的发展及其对政策实践的解释力。当代西方学者的政策创新研究主要集中于政策创新、政策扩散的概念与内涵、政策创新和政策创新扩散的制约与影响因素、政策创新及其扩散过程的特点与模式等方面。政策创新及扩散理论对中国政策实践与政策研究具有重要的借鉴意义。
