摘要：

不少西方政治家和学者称,互联网是中国民主化的催化剂,互联网的扩散会在中国导致西方式的民主,因为信息革命浪潮无法回避,互联网的政治影响难以控制。然而,批评者认为这只是技术决定论者的一种幻觉,它忽视了互联网在中国所处的环境及使用者特征。详细回顾西方文献后,研究认为,衡量互联网在中国的民主功能,不仅需要界定民主是什么,还需要考察技术所处环境和使用者特征。如果从中国语境中理解民主,学术争论会自然消解;如果摒弃技术决定论,对互联网的政治影响则看得更清。
