国外少数族裔信息贫困成因及对策研究述评

摘要：

对国外少数族裔信息贫困成因及对策研究进行总结和归纳,发现其信息贫困主要由跨语言和跨文化障碍、信息需求的极端性和差异性、自身发展乏力、公共政策缺失等因素导致;通过公共政策干预、公共信息机构服务、跨语言系统或服务、信息媒介和文化产品传播、公益服务传播信息和信息技术等对策能够有效改善其信息贫困。在此基础上,今后可开展由国家主体、社会力量、信息机构、少数族裔共同参与和交互作用的多维信息减贫对策研究。
