摘要：

阐释创新政策制定的理论依据是创新政策理论研究的重要内容之一。经济学和管理学等学科均对创新政策制定的理论依据作出了阐释,并各自给出了政策制定的目标和重点,但这些理论存在一定的局限性。在总结技术创新政策理论研究最新动态的基础上,围绕政策目标的核心问题———消除创新失灵,系统分析了不同理论关于创新政策的目标、重点和不足等。各政策理论并非相互排斥,而是相互补充,创新政策理论研究和现实政策制定要注意多学派理论的融合。
