大国“数据战”与全球数据治理的前景

摘要：

数据是数字时代的重要战略资源,全球主要互联网国家对其理解已超越单纯的"生产要素"层面,而延伸至微观"个人安全"与宏观"国家安全"领域。近年来,大国通过诉诸"数据战"来获取对于数据的排他性独占地位。"数据战"的源起与深化是数字技术的发展、数据增量的累加与国际环境的变化等多方面因素交织的综合结果。"数据战"为国际政治带来多方面影响,具体体现在经贸、科技、政治和安全等层面。为了应对"数据战"所带来的"数字失序"状态,全球数据治理于近年来被提上日程。对数据进行全球治理也将面对多种现实性挑战,包括国家理念差异导致治理碎片化、全球数字治理机制效度遭到削弱以及私营部门参与治理路径仍待明晰等。中国处于"数据战"的中心,并承受着该趋势带来的冲击。中国应当制定并推行数据战略,并以求同存异的理念积极参与全球数据治理。
