改革以来中国城市扶贫工作的发展历程

This is a paper that focuses on the poverty alleviation in urban China since 1978. The author argues that the reform of state owned enterprises is the beginning of urban poverty alleviation, and analyses some important changes on the issue of urban poverty alleviation since then: from supporting the loss makers to relieving the poor staff directly; from moral anti poverty to institutional poverty relief; from isolation of relief systems to integration of relief systems; from basic life relief to synthesized support, from negative orientation to positive orientation, from neglecting the role of community to emphasizing that of community. The author points out that all of these changes will shape profoundly the direction, policies, systems and contents of Chinese urban poverty alleviation in future.
