摘要：

为提高全要素生产率,需要进行供给侧结构性改革。改革的抓手是通过将国有企业在不同行业进行再配置提高自主创新能力。在行业再配置中,需要放弃从传统国民经济行业视角规划国有企业布局,而要从行业背后的技术范式入手,将国有企业集中在具有知识门槛高、技术进步具有累积性的成熟技术门类行业,发挥国有企业的优势,有效提高自主创新效率。
