摘要：

全球化进入发展新阶段,制造业的服务化趋势加快,数字贸易加速推进,人工智能发展带来的机遇也对就业增长形成挑战,全球价值链正在转型重构,世界经济的结构性变革已经开始。与此同时,WTO全球多边体系改革迫在眉睫,贸易制度聚焦"公平性",各国贸易救济的制度性保护加强,数字贸易规则将成为全球贸易治理的制高点,贸易数据和统计方法滞后妨碍贸易决策,自战后全球多边贸易体系建立以来,贸易政策还是首次居于全球政治议程的中心,应对全球化新挑战需要各国的政治共识与商务外交合作。
