环境政策实施机制研究——一个制度分析框架

摘要：

The known research of environment sociology lacks of the ones from the implementation mechanism of the environmental policy. Based on the implementation process of “Pingyuan xinghong, Tuitian huanhu and Yimin jianzhen" policy in Dongting Lake District, this paper explores five mechanisms in the implementation process of the environmental policy. They are the mechanism of policy remaking, the mechanism of cognizance/aim difference, the mechanism of rule conflict, the mechanism of organization reference and the mechanism of implementation supervision. The paper also studies the conditions in which these mechanisms exist and are brought into play. As a matter of fact, the five mechanisms can be applied into the implementation process of other social policies.
