摘要
In 2002, the Federal Emergency Management Agency (FEMA) was placed within a newly created Department of Homeland Security (DHS) in reaction to 9/11. The flawed response to Hurricane Katrina in 2005, especially flooding in New Orleans (NOLA), exposed numerous problems with the federal response. The Post-Katrina Emergency Reform Act of 2006 (PKEMRA) called for some 300 changes in federal emergency management. The article outlines the major FEMA-related management challenges faced by the Obama Administration in implementing PKEMRA and places the discussion within the broader context of the role of DHS.
